Section Q-1 covers McKean County in Pennsylvania and the counties comprising most of Western New York: Allegany, Cattaraugus, Chautauqua, Erie, Geneseo, Livingston, Monroe, Niagara, Ontario, Orleans, Steuben, Wayne, Wyoming, and Yates
